On Wednesday, 26th August 2026, the Ethics and Anti-Corruption Commission (EACC) arrested three suspects, including officials of the County Government of Turkana and their business associates.
The arrests stem from investigations into allegations of conflict of interest, unlawful acquisition of public property, money laundering and dealing with proceeds of crime involving Kes 92,058,890.30.
EACC investigations established that Peter Long’ole Apua and Lilian Akiru Louruka, the beneficial owner and director of Apuco Holdings Group Limited and Natiltila Company Limited, respectively unlawfully traded with the County Government of Turkana.
This resulted in the two companies receiving a combined total of Kes 92,058,890.30 between the Financial Years 2013/2014 and 2024/2025.
In the first inquiry file, investigators found that Peter Long’ole Apua, a Principal Finance Officer and Principal Accountant at the Turkana County Government, was a signatory to the bank account of Apuco Holdings Group Limited.
He participated in processing and validating payments to the company, which received Kshs. 62,047,757.30 from county funds.
Separately, Lilian Akiru Louruka, a county employee and director of Natiltila Company Limited, used her company to secure five contracts valued at Kshs. 30,011,133.00.
Funds paid to both companies were subsequently withdrawn in cash, in transactions suspected to have been intended to conceal the movement and ultimate beneficiaries of the money.
Upon conclusion of the investigations, the Commission forwarded the inquiry file to the Director of Public Prosecutions (DPP), who approved the prosecution of eight public officials, companies, and company directors.
The three suspects arrested on August 26 include Betty Emathe Asimit (Senior Assistant Community Health Officer, Turkana County Government), Moses Long’ole Apua (Director, Apuco Holdings Group Limited) and Chosi Nick Nakucho (Employee, Mary’s Meals Kenya).
They are expected to be arraigned before the Anti-Corruption Court in Eldoret on Thursday, 27th August 2026.
Additionally, the EACC directed five remaining suspects to immediately present themselves at the EACC North Rift Regional Office in Eldoret or the nearest EACC office for processing.
These suspects are Peter Long’ole Apua (Principal Finance Officer, Turkana County Government), Christopher Imuron Apua (Director, Apuco Holdings Group Limited), Nicholas Lotit Korobe (Director, Natiltila Company Limited), Julius Ayapan Adir (Clerical Officer, Turkana County Government), and Lilian Akiru Louruka (ECD Teacher, Katilia ECD Centre).
Beyond criminal proceedings, the Commission will pursue the recovery and forfeiture of public funds and assets acquired through corrupt conduct.
