Court is set to rule on whether lawyer Angela Mulwa will be detained for 14 days. The court will deliver its ruling on 24th Monday on whether she will be detained for another 14 days, as sought by the DCI in relation to the death of Dr. Victoria Mutiso. This follows the directions issued on 21st August 2026 by presiding magistrate Joan Mati. She directed that the bond terms previously granted to Mulwa would remain in force until a ruling is delivered on Monday.
Mulwa had previously been detained for 14 days. After those days expired, she was released on a Ksh 1 million bond before being rearrested moments later and placed in custody at Industrial Area Police Station. Police suspect Mulwa is among the masterminds of the killing.
Detectives allege she played a vital role by being present during the eviction and demolition of property, on April 24, 2026. They also claim she was present during the payment of a Ksh 300,000 down payment for a hit on the deceased that failed to materialize, and that she maintained constant communication with Kenneth Sang, a senior police officer whose firearm was used in the offense.
According to court documents seen by kauntinews.com, Dr. Victoria Mutiso, PhD, formerly Director of the African Institute of Mental and Brain Health, was fatally shot on July 29, 2026, in Upper Hill, Kilimani Sub-County, while inside a motor vehicle. The matter was initially reported under Kibra Police Station before being taken over by the Homicide Investigations Bureau at DCI Headquarters.
At the scene, detectives recovered two spent cartridges and two bullet fragments. A Mini Jericho pistol was subsequently recovered and linked by preliminary ballistic analysis to the spent cartridges and bullet. Investigators established that the firearm was issued to Kenneth Sang, a senior police officer who is currently at large.
For forensic examination, investigators seized CCTV footage, call data records, three motor vehicles (KDJ 609D, KDH 600A, and KDE 400W), and a motorcycle (KMGZ 980D). Police also revealed that the deceased was embroiled in a land dispute over a case in Machakos, which is believed to be a central motive.
On July 7, 2026, prior to her death, Dr. Mutiso reported to Kilimani Police Station that two armed men on a motorcycle pointed a gun at her near Junction Mall on Ngong Road. She also mentioned that she had previously reported someone attempting to kill her and trailing her.
The DCI noted that other accomplices are in custody or on the run under related cases, including Republic v. Rose Mbithe Mulwa and Chris Mulwa, and Republic v. Elijah Kibelion Kimoi, Daniel Mwangi Njoroge, and Kelvin Ngugi Kinuthia.
Police argue that holding Mulwa is necessary to prevent witness interference, collusion, destruction of evidence, and to safeguard her personal safety, given the high public interest and outrage.
However, the defense team, led by lawyers Danstan Omari and Martina Swiga, opposed the application and raised a preliminary objection concerning the court’s jurisdiction to entertain the matter. The court will deliver its ruling on Monday.
